Ellen Cooper-Williams has joined BIP’s UK wing, as a senior manager. She arrives as the firm works to enhance its learning, capability and people-centred change expertise across the public sector.
Commenting on her appointment, Cooper-Williams said, “I’m excited to join BIP UK and to work alongside colleagues who are deeply committed to delivering meaningful, people-centred change across the public sector. Embedding learning and capability as a strategic driver of transformation is something I’m passionate about, and I’m looking forward to contributing to work that helps clients deliver sustainable outcomes.”
Headquartered in Italy, BIP is one of Europe’s larger management consultancy firms with approximately 6,000 professionals. The firm’s UK arm has grown strongly in recent years, and has set itself the ambition to become one of the UK’s top ten consulting firms (while prioritising business for good – the firm has been a B Corp since 2022).
Cooper-Williams arrives in the public sector team, further developing its capability to support clients through complex, people-centred transformation with a strong focus on learning and capability. She brings over a decade of experience supporting public sector organisations to deliver sustainable change – and end-to-end understanding of how learning, behaviour change and adoption can be embedded as core components of successful transformation.
Prior to joining BIP, Cooper-Williams held senior leadership roles delivering high-impact public sector programmes and overseeing organisational performance, commercial delivery and strategic growth. Most recently, she was a managing director with Enlighten Training + Consultancy, a firm where she spent the last four years of her career.
At BIP, Cooper-Williams will initially focus on supporting key public sector transformation programmes, while also contributing to the continued development of BIP’s learning, capability and change offer. She will work closely with colleagues across the Change practice to help ensure that workforce capability, adoption and performance are embedded throughout the transformation lifecycle.
