The India AI Impact Summit 2026 officially reached its zenith today at Bharat Mandapam, New Delhi, as Prime Minister Narendra Modi unveiled a historic “human-centric” framework for artificial intelligence. Titled the MANAV Vision, the doctrine signals India’s intent to lead the Global South in ethical AI governance. Simultaneously, OpenAI CEO Sam Altman launched the “OpenAI for India” initiative, marking the company’s most significant sovereign infrastructure commitment to date.

    PM Modi’s MANAV Vision: A Human-Centric Roadmap

Addressing a plenary session attended by global tech titans including Sundar Pichai, Jensen Huang, and Sir Demis Hassabis, PM Modi emphasised that AI must be a “multiplier, not a monopoly.” The MANAV Vision (which translates to ‘Human’ in Sanskrit) is built on five core pillars:

    • M – Moral and Ethical Systems: Prioritising AI that adheres to human values.

    • A – Accountable Governance: Establishing transparent rules and robust oversight.

    • N – National Sovereignty: Ensuring data rights remain with the citizens (“Whose data, his right”).

    • A – Accessible and Inclusive: Democratizing AI tools for the Global South.

    • V – Valid and Legitimate: Guaranteeing that all AI systems are lawful and verifiable.

“For AI, humans are often reduced to mere data points,” PM Modi stated. “Our benchmark is the welfare of all. We must give AI an open sky to grow, but the command must remain in human hands.”

OpenAI for India: The 1GW Sovereign Partnership

In a move that stunned the industry, OpenAI announced a multi-dimensional strategic partnership with the Tata Group. The “OpenAI for India” initiative aims to build the infrastructure required to develop AI in India, for India.

Key highlights of the OpenAI announcement include:

    1. Sovereign Infrastructure: OpenAI will be the anchor tenant for TCS’s HyperVault data centres, starting with 100MW of capacity and scaling to 1 Gigawatt.

    2. Enterprise Deployment: Tata Group will deploy ChatGPT Enterprise across its global workforce, making it one of the largest corporate AI integrations in history.

    3. Local Presence: OpenAI confirmed plans to open new offices in Mumbai and Bengaluru later this year to better serve the country’s 100 million weekly ChatGPT users.

L&T and NVIDIA: Building the “AI Factory”

Adding to the summit’s momentum, Larsen & Toubro (L&T) announced a venture with NVIDIA to build a gigawatt-scale “AI Factory.” This infrastructure will leverage over 20,000 NVIDIA Blackwell Ultra GPUs to provide sovereign compute power for Indian startups and government agencies.

“AI is driving the largest infrastructure buildout in human history,” said NVIDIA CEO Jensen Huang. “Together with L&T, we are laying the foundation for world-class AI infrastructure that will power India’s growth.”

    GPU Infrastructure Expansion

The Indian government announced plans to add 20,000 NVIDIA H100 GPUs to the national AI Commons compute platform. This expansion, valued at approximately ₹12,000 crore ($1.4 billion), will provide AI startups and researchers with affordable access to high-performance computing resources.

    Industry Response

Leading Indian tech executives welcomed the announcements. Infosys CEO Salil Parekh called it “a watershed moment for India’s digital economy,” while Tata Consultancy Services highlighted the potential for India to become an AI services export hub.

The summit continues through February 21, with sessions featuring global AI leaders, policymakers, and startup founders discussing implementation strategies for responsible AI deployment.
